Recommendations to applicants for work on conformity assessment of measuring equipment
Until the end of 2015, the confirmation of the independence and technical competence of measuring laboratories was carried out through the certification procedure, based on the results of which a certificate was issued together with the field of certification. The measuring laboratory could refer to the certificate of certification to confirm its competence in the field of measurement and offer its services to potential customers.
On January 1, 2016, the Law of Ukraine “On Metrology and Metrological Activity” of June 5, 2014 № 1314-VII came into force, Article 7 of which provides for regulation at the legislative level not related to conformity assessment of products, processes and services in the field of legally regulated metrology. As of now, the issue has not been resolved at the legislative level.
SE “Kharkivstandartmetrologiya” as an enterprise, which by order of the State Committee of Ukraine for Technical Regulation and Consumer Policy of March 29, 2005 N 71 was entrusted with the function of organizational and methodological support of work to confirm competence and organization of measurements, developed and introduced the Ukrainian system of voluntary assessment state of measurements in metrological services and laboratories of enterprises and organizations.
This system is based on the national standard of Ukraine ISO 10012: 2005 harmonized with the standard of the International Organization for Standardization. This standard is not intended to replace or supplement the requirements of ISO / IEC 17025 or any other standard, and the proposed assessment system does not apply to work related to conformity assessment, which is introduced to replace the certification procedure.
Confirmation of compliance of the measurement system with the requirements of DSTU ISO 10012: 2005 (ie the availability of measurement capabilities and competence in conducting measurements) is done by conducting an independent audit of the metrological service or laboratory on a contractual basis. If the results of the audit are positive, a certificate of compliance of the measurement system with the requirements of ISO 10012: 2005 valid for three years, with the field of objects and processes of the measurement system covered by the certificate. regarding these processes, methods). During the validity of this certificate, a planned one-time monitoring of compliance with the requirements of ISO 10012: 2005 in accordance with D.8 of the same standard is provided.
The Ukrainian system of voluntary assessment of the state of measurements, offered by SE “Kharkivstandartmetrologiya”, corresponds to the European practice of voluntary work, has found the support of metrological centers and is in demand among organizations that conduct measurements. The participation of the metrological service or laboratory of the business entity in this system is exclusively voluntary.

According to Article 27 of theLaw of Ukraine “On Metrology and Metrological Activity” ” of 05.06.2014 № 1314-VII measuring instruments used in the field and / or outside the field of regulated metrology, may be subject to calibration on a voluntary basis.
Calibration of means of measuring equipment and registration of its results is carried out in accordance with national standards harmonized with relevant international and European standards, as well as documents adopted by international and regional organizations in metrology.
Standards calibration
According to the Law of Ukraine “On Metrology and Metrological Activity”, the standards used to determine metrological errors are subject to calibration. At the same time, the Law does not prohibit the verification of standards on a voluntary basis in accordance with part seven of Article 17 of the Law.
At the request of the applicant, the standards can be verified as ordinary means of measuring equipment, which are not used in the field of regulated metrology and, in case of positive results, they will be issued a certificate of verification, the form of which can be found at Form of standard certificate. In this case, as a document containing the requirements for metrological characteristics of the standard, the certificate, in particular, may contain a valid regulatory document for the state inspection scheme.
SE “Kharkivstandartmetrologiya” can conduct simultaneous inspection and calibration of standards with the issuance of a calibration certificate and a verification certificate. The cost of simultaneous verification and calibration of standards is 10-20% higher than the cost of individual means of measuring equipmentcalibration.

Metrological examination of technical specifications for the creation of ASKUE or LOSOD
To meet the requirements of clause 3.11 of the Rules for the Cost of Electricity, the terms of reference (TOR) for the creation of an automated system for commercial accounting of electric energy (ASKUE) or local data collection and processing equipment (LOSOD) must undergo a metrological examination. Metrological examination of the TK is carried out to assess the compliance of the TK with the requirements of the current legislative and regulatory documents of Ukraine in the field of metrology.

The procedure of verification / validation of methods is agreed with the applicant, and the verification / validation procedure is performed by experienced specialists of the Department of Applied Metrology of Measuring Systems and Processes with the involvement of Kharkivstandardmetrologiya. Based on the results of verification / validation of methods, the applicant receives a Report on verification / validation of methods and Certificate of Methodology.
Software of measuring instruments is a program designed to record, process, display and store measurement results.
According to the means of measuring equipment can be:
- a) integrated – software as part of the means of measuring equipment (an integral part of the device),
- b) independent – can be used independently of the means of measuring equipment for the collection, processing, storage of measurement results and mathematical modeling.

Verification / validation of means of measuring equipment software is carried out in accordance with the procedure previously agreed with the applicant, and includes:
- examination of program documentation,
- experimental research and testing of software,
- check the software protection level.
Formalization of the obtained results of software verification / validation is carried out by issuing to the applicant the means of measuring equipment Software Verification / Validation Report and the Software Certificate.
